The crux of the problem is that our policies were always more preventive focused and proactive as you say, and less cure focused.  We naively assumed that if we educate the friends on how to avoid child sexual abuse in the first palace, then all will be solved, there will be no victims. That was the ideal situation of course, but was however not taking into account the fact that not everyone was going to, or even capable of applying this advice.
I am trying to  be fair and I have no problem admitting we’ve had to eat humble pie because we thought our child protection was the best, because it focused on prevention. Indeed what’s better than that? In theory it was very good, and that’s because it was assuming that every parent and child applied all that advice that was put out there. But of course in practice this wasn’t the case, and so these preventative measures did not always achieve their goal because they were not always applied. So now, we have to revise the preventive idea and supplement it with getting justice for those for who it is too late, the victims, making disclosure as comfortable as possible, and ensuring punishment for those who committed the crime including limiting access to congregants.  And that all is a whole different ball game, but I trust we are doing our best because we do not want any of our children to suffer.

    This will help:
    http://avoidjw.org/en/changes/child-abuse-policy-comparison/
On August 1 2016, Jehovah’s Witnesses made a worldwide release of a Child Abuse policy letter to all Bodies of Elders. This letter is to replace the October 1 2012 letter. But what are the main differences between these two letters? Here is a comparison of both letters. Text in blue are notations from avoidjw.org to assist in your comparison of the letters.

Mr Geoffrey Jackson said that the Governing Body’s expectation is that Branch Offices around the world will act in accordance with the procedures and guidelines set out in the 2015 Branch Organization Manual.113 Mr O’Brien told the Royal Commission that ‘the theocratic or Scriptural direction that the Governing Body provides, is the same in every branch and for all Jehovah’s Witnesses, worldwide’.114 Mr O’Brien explained that the Branch Committee faithfully implements and follows the direction of the Governing Body.115 Mr Toole said that Jehovah’s Witness congregations in Australia take their direction and instructions from the Branch Office.116

You are right. Crime is crime. Sorry. If we are discussing backing the dumptruck of toxic waste into the river, it is very important that you post your story of the guy caught littering.

It is not good. No one says otherwise. But it is also not very specific - nor is it rape. If it was, he would have been convicted of it.

Gnosis Pithos reacted to TrueTomHarley in Watchtower pays $4000 per day for disobeying Secular Authority
I disagree. To the extent your statement is true it is only because media has managed to muddle perception - today,  'rape' is equated to 'too free with the hands' which is equated to 'having investigated it for purposes of discipline/protection but never having done it themselves.'
IMO, it is disloyal to God to not always point this out, regardless of how culpable one may think the modern-day organization is. In this case, the subject truly is a convicted rapist and he was an elder, but that is extraordinarily rare, whereas for the Church, it was a dime a dozen. In a collection of millions of persons, you will find examples of anything. Everybody knows that. JW Elder abuse is essentially unheard of. No large group of anything human has a better record
Having said that, I am not one for beating up on the Church over this. It is too much like rejoicing over another's downfall - regardless of whether they deserve it. It has become public knowledge - I do not have to pile on. If I mention it, it is only a mention. I do not harp on it. Their deeds are between they and God, as are ours.

    :)))) by "rationale" of JWorg web side "Gentiles" is equal to other word- "enemy". Article  "Keep On Doing Good" w08 5/15 p. 7-8 - some quotes;
DOING good to others can be a challenge. Those to whom we show love may not reciprocate... Jesus Christ told his disciples: “Continue to love your enemies and to do good.” (Luke 6:35) Let us now take a close look at this admonition. We will also benefit from other points Jesus made about doing good to others.....The Mosaic Law required that the Israelites stay separate from other nations, but the viewpoint had developed that all non-Jews were enemies, to be hated as individuals.....
    and now
...Stressing how important it was for his disciples to ‘continue loving their enemies,’ Jesus said: “If you love those loving you, what reward do you have? Are not also the tax collectors doing the same thing? And if you greet your brothers only, what extraordinary thing are you doing? Are not also the people of the nations doing the same thing?” (Matt. 5:46, 47) If we were to limit our love to those who reciprocate, this would not merit any “reward,” or favor, from God. Even tax collectors, who were generally despised, showed love for people who loved them.—Luke 5:30; 7:34.
It is noteworthy that Jesus set out this rule of conduct: “All things, therefore, that you want men to do to you, you also must likewise do to them.” (Matt. 7:12) Only if we treat fellow humans in this way can we prove that we are true followers of Jesus Christ.

One thing I like about @AllenSmithis that he does not yield the moral high ground. Why should he?
I will concede that for one brief instant of time it may be that this or that advocate seems more a protector of a child than its congregation organization. But not too long after his or her back is turned, that child is tossed right back into an unprotected cesspool. The world has compiled a list of abusers that is so long it is absolutely worthless to enforcement. Consequently, being put on 'the list' is largely a matter of revenge or public shamimg - not undeserved, but it does nothing to solve the problem of protecting children. To some extent, it has devolved into a job machine and a platform for grandstanding politicians to declare how they are tough on pedophiles.
England's top cop recently recommended all men found with pedophilia on their computers not be prosecuted. It pained him to say it, he said, but the simple fact is that there is so many that police cannot possibly keep up and are distracted from monitoring the real nasty ones - the ones who they say are like Medusa - look at it once, and your heart turns to stone.
All the time, we hear of children abused by persons who were already on the list  - why - they were right down the street! The world chokes on its abusers. For that matter - the world is so nuts - it ought to put every victim on the list as well, or at least on a watch list, for it is common knowledge that an abused one readily becomes an abuser. Completely unfair - but it makes perfect sense for a world that thinks it can snuff out abuse through pedophile registries.
Rapists are the ones who should be aggressively punished. No punishment is too great. As to the rest - look, even someone who recently confessed to being a victim of an extended family member - it probably would not have happened in these days of Caleb and Sophia, who are told: "If anybody tries to touch you - even if it is someone you know and trust ...  and then tell mommy or daddy." An extended family member doing abuse is common. A parent doing it is very uncommon, except in the case of a step-parent. The training of every Witness in the world via the Regional convention would also have gone a long way to prevent her calamity.
Allen is right to never yield the high ground. It is a huge court mess the brothers dealing with and I don't know how it will resolve, but Allen will not allow others to pull the 'righteous' card. Even with this mess, we are more righteous than they. The court cases are a classic example of getting slammed for doing the right thing: monitoring any abuser so that they can  be punished and any other congregations protected by their slipping in and feigning innocence. Nobody else even tries it. Do they have 1 abuser per hundred, or 50 per 100? Nobody knows or wants to know. Only Jehovah's Witnesses have the courage to stand up to a moral outrage and they should not be maligned for it.

No. Just that the idea of punishing "many" for the "crime" of just a "few" is not limited to legal dictionaries. It is a common phenomenon in all walks of life. The application is left to your fertile imagination.

Andrey was chief police. And he chased bad guys. Bad guys aka mafia made revenge for that he was acting according to law. They killed all his family because they was Andrey family members. Members of this family payed price for only one reason, they are blood related, have same surname.  ---- This is crime, terror act.
JW members around the world  have same "surname" and are "blood related" to WT GB- their Mother. WT GB acting according to God's law (and WT GB is good guys:))) but in a manner they think is lawful and justifiable. Then Worldly Court "mafia" in California attack WT, break their home and stealing  $4000 per day. One other Worldly Court "mafia" in Russia went one step further. Members of WT family are in distress. They are in fear for they life. Any moment Court "mafia" will fine them also with money punishment or by putting them in jail or by killing them.
Is this what you try to tell me?
Yes, it can be in this way too. But my point on "private and collective responsibility" is in relation: human and God , and Rev 18:4 as you point out. Would punishment of any sort come from God directly or through human and human organization or by nature catastrophe or by .... it is difficult to say, for me difficult

    Dear Allen!
You are not born yesterday. And you are very well aware of one fact - Justice and Law are not always in harmony. Romans government in 1 century was secular authority and ....
"Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God." - good or bad.
Answer is in this verse/verses in Romans 13. Please, do not drag me into your mental muddy water.

Yet, that is what the Watchtower has enforced, when it reminds individuals:
"Have you dedicated your life to Jehovah and symbolized your dedication by baptism in water? If you have, that is wonderful! Do you remember when the brother giving the baptism talk asked whether you had dedicated yourself to Jehovah and understood that “your dedication and baptism identify you as one of Jehovah’s Witnesses”?  Wt 4/2017
And what the most recent second baptism question requires:
Do you understand that your dedication and baptism identify you as one of Jehovah's Witnesses in association with God's spirit-directed organization? Having answered yes to these questions, candidates are in a right heart condition to undergo Christian baptism."
The questions you answered to publicly are found in the Wt 1944, 2/1 p. 44
Thank new light for the condensing down and filtering out the important elements of the two questions asked of you, to:
"On the basis of the sacrifice of Jesus Christ, have you repented of your sins and dedicated yourself to Jehovah to do his will?"

Yes, I was, until I realized that worshiping God requires only one “mark” on our spiritual forehead, the source of our spiritual thoughts and actions – the mark of God.
    Baptism questions:
    "The first question is:
On the basis of the sacrifice of Jesus Christ, have you repented of your sins and dedicated yourself to Jehovah to do his will?

    The second is:
Do you understand that your dedication and baptism identify you as one of Jehovah's Witnesses in association with God's spirit-directed organization? Having answered yes to these questions, candidates are in a right heart condition to undergo Christian baptism."
“Don’t you know that if you offer yourselves to someoneas obedient slaves, you are slaves of that one you obey—either of sin leading to death or of obedience leading to righteousness?”  Rom 6:16
From “What You Vow You Pay”  Wt. 4/2017
Have you dedicated your life to Jehovah and symbolized your dedication by baptism in water? If you have, that is wonderful! Do you remember when the brother giving the baptism talk asked whether you had dedicated yourself to Jehovah and understood that “your dedication and baptism identify you as one of Jehovah’s Witnesses”?
Where in the scriptures are we required to dedicate ourselves to an organization?  It certainly can’t be found in these words of Jesus:
"Go, therefore, and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit,  teaching them to observe everything I have commanded you."
What I find alarming, is that the Holy Spirit is not addressed in the baptism questions; but a “spirit-directed organization” replaces it; the work of a false prophet.  Rev 13:15-17  Obviously, Jesus' command to heed his words are ignored by the organization.
Our vow is only to God and Christ.
“Then I looked, and there was the Lamb, standing on Mount Zion, and with him were 144,000 who had his name and his Father's name written on their foreheads.”  Rev 14:1
    Gal 1:10; Rev 13:16,8,17
“When you make a vow to God, don’t delay fulfilling it, because he does not delight in fools. Fulfill what you vow.”  Eccl 5:4

The word “substituting” was added by the NWT.  It isn't found in the Greek Interlinear.   An ambassador acts as a representative.  There is difference.  Also, every anointed one is to “represent” Jesus through their teachings in harmony with his.  John 13:20; John 15:4  The GB have fully usurped Christ’s Headship, and demand obedience from the rest of the anointed ones.  Matt 24:48-51 So, yes, “substituting“ is a good descriptive term for them; they have become “Christ” for a day, or so they think so.  Of course, it has been said, many other anointed ones are a bit “wacky”; most likely from drinking the “Harlot’s” intoxicating brew. Rev 17:1,2  Maybe they don’t deserve a place they can call “home”?
Do you remember Eoin, when all anointed ones were referred to as the "faithful and discreet slave", even though that is still Christ's judgment call?  Luke 19:17
Why not?  Jesus said, “my kingdom is not part of this world” 18:36
     What about God’s Kingdom?
“Nevertheless we, according to His promise, look for new heavens and a new earth in which righteousness dwells.”  2 Pet 3:13
Because Jesus said nothing built within the earth was needed to worship in spirit and truth.  John 4:21-14
“So we fix our eyes not on what is seen, but on what is unseen, since what is seen is temporary, but what is unseen is eternal.”  2 Cor 4:18
Acts points out that God is not served by human hands, as if he needed anything.  Acts 17:24,25
    2 Tim 4:3
The “preaching” began in Jesus day.  In 2,000 years, the Bible made its way around most the world with no problem. During that time there were anointed ones walking the earth with truth in their mouth. Matt 25:14-23; Mal 2:7  Within only the last 100 years, the organization has taken on what they believe is the true "preaching work". Today, the final preaching work is to spiritual “Israel”, who have been captivated through a false preaching work, driven by lies and man's greed.  Matt 10:23; 2 Tim 3:1-9; Col 2:8; Rev 13:10
The “suitable premises” that initiates God’s work is within the righteous hearts, and where Mount Zion is found.  Isa 43:10; 1 Pet 2:5,9; 1 Cor 3:16,17; 2 Cor 6:16; Eph 2:20-22; Rev 21:22-24
“Do not lay up for yourselves treasures on earth, where moth and rust destroy and where thieves break in and steal;  but lay up for yourselves treasures in heaven, where neither moth nor rust destroys and where thieves do not break in and steal. 21 For where your treasure is, there your heart will be also.”  Matt 6:19-21
“Then the second angel sounded: And something like a great mountain burning with fire was thrown into the sea, and a third of the sea became blood.  And a third of the living creatures in the sea died, and a third of the ships were destroyed.”   Rev 8:8,9
Outside of the “mountainlike organization” come the final living stones to finish off God’s Temple – not from within.  Rev 16:12; Rev 11:1-3; Zech 4:7-10; Rev 7:13,14; Rev 5:9,10
A composite Master has been developed to rule over people – the organization, the elder body, the GB.  It requires another’s money and identity to remain under this ‘slavery’.  For a false promise of paradise, people “sell” their identity to a corporation, in exchange for the work of their hands.  If one secretly never donates, they are still slaves to fear - fear of the loss of their life as they know it, if they choose to follow the only Master, Jesus Christ.  Matt 10:39; Luke 9:23
