Not really. The police also monitor a sexual predator that has been released from prison. How do you think the police do it? Do you think they are with the person 24 hours a day 7 days a week? Of course not. There are various degrees of how a person can be monitored. Prison is the best way. The other ways depend on the reasonable ability of the ones doing the monitoring. For example the elders will be alert to anything going on in the congregation or congregation activities. But they will not sit inside his house, or go shopping with him. Neither will the police.

See my comment to John about the same question. Is it enough? I don't know. What I do know is that the goal is to protect children. As you say, there may be laws on what you can and cannot do. But regardless, I am sure you will agree, no one wants children to be harmed. What I do know is that if a perpetrator moves to another congregation, their record card is sent to the new congregation, and all those details will be on that record card.

Trouble part in quote about it is this;  elders will inform parents of minors within the congregation of the need to monitor their children’s interaction with the individual.
They said here about informing, NOT all CONGREGATION in public announcement , NOT all CONGREGATIONS IN WHOLE COUNTRY, ....BUT ONLY PARENTS OF MINORS in particular congregation!! 
Is this enough? Policy makers decide how it is. WT Lawyers obviously gave advice about this way of dealing with issue. Maybe must be that way. Don't know. But looks problematic to me. I am aware how no one have "perfect" solution on this. But it seems to me, how WT experts not gave enough efforts for PROTECTING children and their families.

Srecko, it is still irrelevant. It does not matter. The ultimate goal is that the perpetrator does not molest any more children. How this is done, whether by the police, the elders, or both does not matter.  Remember, the handling of the matter by the elders does NOT replace the handling of the matter by the authorities.

Who has the right to say this ?  Who has the right to put that in print ?  Note is does not say 'those that might think they have the heavenly hope'. It actually says  Not all who have the heavenly hope ... 
The GB of the JW org approve of this being written and used at meetings of JW's. So the GB themselves are judging the other MEMBERS OF THE BODY OF CHRIST'S BRIDE. The GB are judging those of the 144,000 chosen ones. 
Has God or Jesus Christ given the GB the right to do the judging ?  I would not think so. 

Look here for example how the GB wants that local anointed would be treated. 
You are not even allowed to ask the anointed about their anointing!!! I guess you could get disfellowshipped for that? How crazy is not that?
And paragraph 11 insinuates that the local anointed could well be "false brothers" and imposters. GB just says that to make sure you don't trust your local anointed. That is wicked! 
Now the GB really discourages to do anything specially for the local anointed. Just the opposite what Jesus told. I wonder how many Jehovah's witnesses will continue that fatal course until the end?

Terminology:  judicial committee and reinstated are clearly, plainly Corporational words in WTJworg inc. Religion.
 The Bible calls people to forgive each other's sins.  The Bible invites us to pray to God in this way:  and forgive us our debts (sins), as we also have forgiven our debtors.
By MESSAGE in Lord's Prayer, God is very willful to forgive all sins to people, .... in fact he has already done that, even before your birthday. By Jesus words, God is more interested for another thing, that people forgiving each other. Because Jesus speaks of a precondition; "Forgive your neighbor" ... then God will look at you mercifully too.
If we confess our sins, [God] is faithful and righteous so as to forgive us our sins and to cleanse us from all unrighteousness.”
“Openly confess your sins to one another and pray for one another, that you may get healed.” 
By this Bible logic in this 3 places it is not needed to give confess and/or ask for forgiveness from some Legal Religious Body.
Ones "secret sin" will be "forgiven" if you in your mind and heart "confess" it to God, not to men.
Another thing is our psychological side and our inside need to "tell someone" about our inside soul problem and turmoil.
"Sin" aka injustice that ones have done to his neighbor is also separate thing. If you are aware of your bad act toward somebody around you, then you must go to this person who you offend, say bad words, done bad or evil thing. You must confess and ask forgiveness FROM HIM.   

There are politicians involved in sex rings in UK, EU and USA and it is covered up.  In the end - Jehovah is the judge.  People who think they can get away with crimes will face Jehovah - soon.
IN Germany young girls and little boys are regularly raped and groped.  Most cases are not followed up.  And there are court cases which are totally absurd.  A woman in a wheel chair in Sweden - case was thrown out because she did " not give enough resistance".   Germany: a woman is facing charges because she defended herself against a rapist.  The world is getting totally blinded by satan - and the ones who are assisting this are the judges and the police who get their orders "from above" - that is if they value their jobs.
I watched a video where one of the highest authorities in England - a woman who exposed crimes against children - in her capacity as the head of a large government agency was hounded by the entire police and judicial system.  It was heart breaking to hear how they put her in prison under false names so her family did not know where she was.... she lost her house,  job and everything she had worked for her whole life.  This is the kind of justice that is going on behind the scenes.   Satan is literally not ruling behind the scenes any more -  he is absolutely openly running everything through his human power-seekers!
This is not a fabrication !  It is really going on.  The truth is hidden by all the lies that are now in the public domain.  Some of the true stories sound more like fabricated stories and the lies are believed as truth.

This makes me laugh, making excuses why or not a child molester or a sexual crime should or shouldnt be expose to the authorities or the congregation to safe guard others..... oh well....

Defending the weaker from stronger in any form, spiritual or physical is obligation to all, inside or outside the JW  community. 
Bible is full of examples where crude force is allowed to protect other person !!!!!!!!!!!  ... to safe animals too. 
This short part in video is example how sometimes people on position and their lawyers want to avoid the truth and responsibility. ARC testimonies repeated this issue and showed how Australian elder have no interest to help children outside his congregation if pedophile is in their midst. Shameful. Anna, please do stop to protect those who are not protecting the weakest in society (JW society or outside)!  

If conversation about this issue can make frustration of sort inside this circle of us who talking from distance to each other, imagine what heavy and hard and painful it is for those who experienced this things and must be in face to face situation !

Romans 13 says they are bound by means of doing what is good.
