    DispicableME:
Could you please tell me what you "downvoted", specifically?
    Was it what happened?
Was it how it was handled?
Was it the Reporter's reporting of it?
Was it the fact that it became common knowledge in Delaware among the congregations?
I am  interested in your thought processes, and opinions, specifically.

JehovahÂ’s Witness Elders Fined for Failure to Report Child Abuse: Watchtower Settles with Delaware
Posted on July 17, 2018  by JOHN REDWOOD Jehovah’s Witnesses in Delaware paid $19,500 in fines for failure to report child abuse.
" On January 18th, 2018, attorneys representing JehovahÂ’s WItnesses signed a formal settlement agreement with the State of Delaware, concluding a historic case in which two elders and one congregation were held responsible for withholding detailed knowledge of a sexual relationship between an adult and a 14-year-old minor.
This case is unique, profound, and will likely set a precedent for other States.
According to the terms of the settlement, JehovahÂ’s Witnesses paid a total of $19,500 to the Delaware Department of Justice, and the body of elders from the Laurel Delaware congregation was required to attend the Stewards of Children training program and pay associated costs.
A third requirement mandated by Delaware included the signing of an affidavit stipulating that Jehovah’s Witness elders must comply with all Delaware statutes involving the reporting of child abuse. Among the itemized requirements, the Coordinator of the Body of Elders, William Perkins, agreed that communications with minors related to matters of abuse would not be treated as “penitential confessions.” This is significant, since attorneys for Jehovah’s Witnesses attempted to claim clergy privilege as their defense for failure to report.
On January 26, 2016, Justice Mary M. Johnston threw out WatchtowerÂ’s motion for summary judgment. Johnston pointed out that the eldersÂ’ sworn statements suggested that the victim and the perpetrator did not seek out the elders for private confession, which is the basic definition of penitential confession.
The case, formally called the State of Delaware versus Laurel Congregation of JehovahÂ’s Witnesses, Joel Mulchansingh, and William Perkins, was filed November 9th, 2015. It was brought by the Delaware Attorney GeneralÂ’s office following the discovery that 35-Year-old Katheryn Carmean-White had been arrested for engaging in at least 40 incidents of sexual intercourse with a 14-year-old boy. Both were baptized members of the JehovahÂ’s Witness religion.
Deputy Attorney General Janice Tigani became aware of this case from police reports, which had been filed in 2011. The mother of the 14-year-old victim contacted local authorities. A warrant was issued for Katheryn L. Carmean-White, who was arrested on 10 counts of third-degree rape, continuous sexual abuse of a child and endangering the welfare of a child. Carmean-White is currently incarcerated in the Baylor WomenÂ’s Correctional Institution of Delaware, serving a 6-year prison sentence.
Neither William Perkins nor Joel Mulchansingh contacted the police.
Instead, both elders initiated internal JehovahÂ’s Witness judicial proceedings which resulted in the disfellowshipping of both Carmean-White and her victim. Despite his age, the victim was considered a willing participant in consensual sexual acts. The repetitive nature of these sexual encounters was the foundation for disfellowshipping action by the church.
    Delaware Sets the Example
Until now, the national epidemic of child abuse has been brought to light primarily through the efforts of mainstream media and numerous documented civil lawsuits. Such cases have resulted in hundreds of millions of dollars in settlements against the Catholic Church and JehovahÂ’s Witnesses, the religions most notorious for their mishandling of abuse allegations.
While individual states have codified laws penalizing mandated reporters for failure to report child abuse, almost none have brought charges against clergymen, or elders. Tackling religious organizations is often seen as trampling the First Amendment rights of these groups.
According to Deputy Attorney General Tigani, the Delaware case was about to go to trial when Watchtower lawyers opted for a private settlement. In part, the agreement stated:
Tigani agreed that Watchtower benefitted by conforming to the stipulations of the State of Delaware, in lieu of a protracted public trial. Evidence presented on both sides, including depositions from the two Witness elders, clearly pointed to gross infraction of Delaware law.
The progressive nature of DelawareÂ’s punitive measures for violation of mandatory reporting laws comes on the heels of the worst case of child sexual abuse in United States history. Pediatrician Earl Bradley was sentenced to seven consecutive life terms, plus 165 years in prison for the molestation of hundreds of child patients, whose average age was three. The Bradley case was so egregious that Attorney General Beau Biden abandoned his bid for his fatherÂ’s vacated Senate seat to funnel all energies into the prosecution of this case.
As Delaware prosecuted and jailed the notorious Bradley, lawmakers began to question how this man could have abused so many children for more than a decade, evading detection and prosecution. In 2010, Governor Jack Markell commissioned the Dean of Widener University Law School, Linda L. Ammons, to investigate what went wrong, and to itemize necessary changes. One key discovery involved the lack of proper reporting of abuse allegations to law enforcement or other state officials. Under the topic “Mandatory Reporters,” Ammons stated:
    Pediatrician Earl Bradley Arrested
Families of victims were shocked to discover that allegations against Bradley stemmed back to 1994 in Pennsylvania, where the doctor had completed his residency. Layers of bureaucracy stymied the reporting process. Plausible deniability was contagious, and without enforcement of reporting laws, organizations, members of clergy, and ordinary citizens are without incentive to abide by these statutes. Professor Ammon made numerous recommendations to the Governor of Delaware, including the following:
“Increase penalties for violating the mandatory reporting requirements in the Medical Practices Act.”
Delaware agreed. Enforceable penalties were signed into law. Delaware code 914 states:
This code enforcement is not limited to the medical practices field. In fact, every Delaware citizen is expected to report, regardless of their occupation. The ProfessionalsÂ’ Guide to Reporting Child Abuse and Neglect says:
“Professional reporters are often referred to as mandated reporters, although all citizens of Delaware are required to report child abuse and neglect.” [bold, italics ours]
JehovahÂ’s Witness elders Joel Mulchansingh, and William Perkins were found liable, both as professional mandated reporters, and as citizens of the State of Delaware. The congregation body of elders was also named as a responsible party.
    The Settlement
In addition to financial penalties paid, the Laurel Congregation body of elders was required to attend the Stewards of Children training program, an initiative sponsored by the Beau Biden Foundation for the Protection of Children. The Biden foundation is a non-profit organization created in 2015 to further the goals of the late Biden in ensuring that children are afforded every possible protection from predators.
I spoke to a representative of the Stewards of Children program, who confirmed that their educational materials have been sanctioned by courts across the United States on the basis of competent, peer-reviewed research.
The third and final settlement term involved a multi-part affidavit, signed by the Laurel Coordinator of Body of Elders, and distributed to all congregations within the State of Delaware. Terms included:
Communications with individual involving acts of abuse shall not be considered as “penitential confessions” Communications with minors involving acts of abuse shall not be considered as “penitential confessions” Elders and the Congregation will comply with the law in accordance with the two items above A copy of the signed and notarized affidavit will be provided by Jehovah’s Witnesses’ attorneys to all congregations within the state of Delaware While Jehovah’s Witnesses have been forced to comply with the terms of this settlement, there is no evidence to suggest that this organization will participate in mandatory training programs in other states or countries. Currently, Witness policy dictates that the first notification of allegations of child abuse must be made by local elders to the Jehovah’s Witness legal department in Patterson New York. This policy has a profound chilling effect upon justice for victims and protection of the community.
Exterior Sign for Laurel and Seaford Congregations
Once their legal department advises elders whether they are in a mandatory reporting state or not, the call is handed over to the Service department, also located in Patterson. These men advise local elders of their internal judicial responsibility, such as whether to disfellowship a minor deemed as a willing participant in sexual acts.
Nowhere in Watchtower literature are victims or others encouraged to immediately contact civil authorities when allegations of abuse become known. By design, Jehovah’s Witnesses are trained to regard local elders as the primary authority, particularly when any sexual contact is discovered between two unmarried persons.
    A Precedent Has Been Set
Delaware’s lawsuit against Jehovah’s Witnesses has broken the barrier which has, until now, protected churches from prosecution for failure to report child abuse.
In 2006, the Sonoma County Sheriff’s office recommended that charges be filed against Catholic Bishop Daniel Walsh. Walsh failed to file a timely report upon discovery that Catholic Priest Xavier Ochoa sexually abused at least three boys, the youngest being 12. The delay in reporting gave Ochoa the time he needed to escape to Mexico.
According to the the San Francisco journal SFGATE:
Charges were dropped, however, in lieu of a plea agreement in which Bishop Walsh was required to attend a four-month counseling program.
The State of Delaware did not back down so quickly in its case against JehovahÂ’s Witnesses, leaving Watchtower attorneys little choice but to settle the case on DelawareÂ’s terms.
Other states may soon follow suit, including Pennsylvania, where police are investigating the abuse of 4-year-old Abby Haugh in 2005. The assault occurred inside the local Kingdom Hall and was reported to congregation elders by the victim’s father, Martin Haugh. Local elders did not contact law enforcement.
Police are not commenting on this case, as the investigation is currently ongoing.
The terms of the Delaware settlement stipulated that once Jehovah’s Witnesses paid the agreed-upon fines, the State would dismiss civil action with prejudice.  The settlement agreement was obtained by filing a Freedom of Information Act request. "

SM – my point is, I don’t really care what the Watchtower may or may not have “bunkered” away.  The bigger evil is played out in the “heavenly” realm and affects the motivation of its leaders. Yet, anything is possible by an organization that practices spiritual deceit and lacks integrity toward upholding God’s Word. Eph 6:12
The Watchtower is not in the dark concerning where the trust money comes from, but the rank and file have been for years.  I suppose if there was a brothel listed among the companies you may take a different view of this trust money coming into the hands of the Watchtower?  You are on the other side of the Watchtower fence.  Although you have nicely explained how the trust funds develop and are used, the truth is, the money has been accrued and used by the very organization that teaches its members to be “no part of the world”.  The money the Watchtower open-handedly accepts with no questions comes from companies that its members would be disfellowshipped for working for.  In fact, they may not be approved for baptism if working for a military company, when readying themselves to join the organization.
It is hypocrisy and deceit, a fact kept until recently, from the rank and file who have believed it is only through their donations that Watchtower’s building projects are funded, as well as a preaching work that is taught as leading people out of the world and into a spiritual paradise.
Thank you for listing the companies. This scripture has a startling deeper meaning to me when applying it to the leaders of the Watchtower...
“Then the devil, taking Him up on a high mountain, showed Him all the kingdoms of the world in a moment of time.  And the devil said to Him, “All this authority I will give You, and their glory; for this has been delivered to me, and I give it to whomever I wish.  Therefore, if You will worship before me, all will be Yours.”  Luke 4:5-7

It appears that you may feel it is impossible for an anointed woman to bear “fine fruit”. (Matt 7:17)
Is it because she’s a woman?  (Gal 3:28)
Or, because she doesnÂ’t live in a superb compound named in Warwick? (Luke 9:58; Jer 22:13-17)
Or, that she does not share a place at the expansive conference table in Warwick’s “boardroom” with eight men? ( Dan 11:27)
Or, her preaching work is not “organized” by men, but by God? Zech 4:6,11-14;  Rev 11:1-3
Is it because she doesnÂ’t have, at her beckon call, an army of elders to disperse all of the food she produces? (Matt 24:48-51)
During Ezekiel’s time, the number of those “sighing and crying” over the detestable things happening in Jerusalem, were among the minority.  It is no different within spiritual “Jerusalem” today.  If any are obedient to Christ’s words in Matt 7:15-20, and search out the “fine fruit”, which is provided in the humble example found in the recorded Sound Cloud above,  (Matt 23:12) Christ offers healing with “living waters” of Truth through the servant he chooses. John 7:37,38
"But whoever drinks from the water that I will give him will never get thirsty again. In fact, the water I will give him will become a well of water springing up in him for eternal life." John 4:14
“Most assuredly, I say to you, he who receives whomever I send receives Me; and he who receives Me receives Him who sent Me.”  John 13:20 (Mal 4:5,6)

I am breaking down Matt 7:15-20 using the NWT Study Edition with its remarks:
15 “Be on the watch for the false prophets
     (q:  Mt 24:11; 2Pe 2:1; 1 Jo 4:1 - https://www.biblegateway.com/passage/?search=Mt+24%3A11%3B+2Pe+2%3A1%3B+1Jo+4%3A1&version=NKJV)

in sheep’s covering: Or “in sheep’s clothing,” that is, disguised in figurative garments and exhibiting sheeplike qualities in order to give the impression of being a harmless member of God’s “flock” of worshippers.
(Do you see where the false prophets are found?  They are members of God’s “flock”, found among the anointed “trees” and their companions. )
    (r: Luke 6:26  - https://www.biblegateway.com/passage/?search=Luke+6%3A26&version=NKJV)
but inside they are ravenous wolves.
ravenous wolves: A metaphor describing those who are extremely covetous and who exploit others for personal gain.
(Not only are the false prophets wearing sheep’s clothing, and part of God’s “flock”, they must be found in the position of power to successfully “exploit” others with their scheme, and to satiate their covetous desires.   Would an “apostate” female  who has left the Watchtower have the ability to exploit JWs for personal gain?  No, but the governing body has that ability, and they have been quite successful doing so.)
    (s:  Acts 20:29,30  https://www.biblegateway.com/passage/?search=Acts+20%3A29%2C30\&version=NKJV)

    (u :  Matt 12:33 https://www.biblegateway.com/passage/?search=Matt+12%3A33&version=NKJV
18  A good tree cannot bear worthless fruit, nor can a rotten tree produce fine fruit.
    (v :  Luke 6:43 https://www.biblegateway.com/passage/?search=Luke+6%3A43&version=NKJV)
19  Every tree not producing fine fruit is cut down and thrown into the fire.

20  Really, then, by their fruits you will recognize those men.
    (x:  Matt 12:33 https://www.biblegateway.com/passage/?search=Matt+12%3A33&version=NKJV
Convenient!  The NWT calls these false prophets, men!  Sometimes, Satan reveals more of his plan that we realize.
    TREES:  God’s anointed ones Ps 1:1-6;Zech 4:11-14; Rev 11:4; 22:2
FRUIT:  What comes out of their mouth – their teachings,  which determines whether they are “weeds” (thorns and thistles)…
…or fine trees producing fine fruit.  This sort of fruit, “lasts”.  John 15:16
Jesus’ words warn us of both possibilities. Those that bear rotten fruit that falls from these trees, are the “wolves in sheep’s clothing” – found among the worshipers.
Sadly, the rotten fruit is accepted and savored, by the majority. Jer 5:31; 23:16 To his own people, concerning the time of the end, Jesus said, “Many false prophets will rise up and deceive many.”  Matt 24:11
“There were indeed false prophets among the people, just as there will be false teachers among you. (among God’s people) They will bring in destructive heresies, even denying the Master who bought them, and will bring swift destruction on themselves. 2 Many will follow their depraved ways, and the way of truth will be maligned because of them. 3 They will exploit you in their greed with made-up stories. Their condemnation, pronounced long ago, is not idle, and their destruction does not sleep.” 2 Pet 2:1-3
Notice, false prophets (not Inspired by God’s Holy Spirit and admitted by the GB)  breathing a demonic spirit, as all false prophets do (Rev 16:13,14) and who serve up their version of “truth”, (2 Thess 2:9-12) deny the Master – JESUS – who bought them.  Does the GB deny their Master, Christ?  Yes, in at least two detectable ways.  “Living water” is another term for teachings. Just as the rotten “fruit” by the Watchtower cannot sustain life, neither can any water issuing from the same source .  For those who remain in Christ, they also become the source of fine fruit and living water.  John 15:4,5,16
If the GB fully accepted Christ as their Head, do you believe they would expect their fellow anointed bodily “members” to obey THEM as is the case in the organization?  Of course not.  All anointed would recognize their one true Master and obey only Christ, working side by side in love, and giving honor due the other member.  Yet, this is such a foreign concept under a wicked slave.  Matt 24:48-51; John 15:10
Reason on this. Would Jesus call Watchtower’s “new light” teachings, fine fruit that lasts/ endures?  If a shifty false prophet would discard his own fruit and replace it with a new “rotten” crop of made-up stories, what do you think Jesus would do with it, and the tree it comes from?
“Every tree not producing fine fruit is cut down and thrown in the fire”  Matt 7:19
A false prophet harbors unseen wicked desires, well hidden behind sheep’s clothing and mannerisms. The Beast from the Earth of Rev 13:11 is a lineage of false prophets , who uses a disguised “army”, a false priesthood, to come against the anointed ones…and YOU, with deceptive made-up stories labeled “truth”, yet it is “poisoned” water. Prov 10:11; 2 Thess 2:9-12; Rev 8:10,11; 9:1-6
JWs, please don’t be deceived.  It is truly not a laughing matter.  God has always sent his messengers to expose the sins of His people, while also providing the way to gain back His favor. Amos 3:7; Matt 23:34; Rev 18:4-8; 3:18  At this time of the end, the greatest deception to come against God’s anointed people isn’t “Christendom” or the political field, but the Watchtower Harlot/false prophet and Wild Beast she directs.

We have two separate things Suza:
    1. Hospitality in general sense and understanding
This one sort of behavior of humans is human like, and all groups of all kind show it, it is not characteristic of  specific group, atheist, religious or "worldly shape" people
    2. Hospitality to people who came to funeral
This is connected not only with mere hospitality people want to show to others, but is connected to folkloric, custom, beliefs, superstition that is in relation with death and dead. And here we have great variety of details in customs around the world.

When I was visited by two elders because of my association with an adult child who no longer was professing to be a Witness and whose life choices meant she would have been disfellowshipped if only they could contact her, I asked, "When I am old and need help will you be over here taking care of me?  Because I know my daughter will."
The subject was never brought up again.  And I'm still in good standing, but then my congregation elders have never been hardliners.

It is not common where I live. If it is done people might say we are imitating customs that are foreign.  Like the large funeral wakes held in  countries like Japan and Africa.   The programmes usually say the family wants to spend the period after the funeral in quiet reflection. Some family members visit with the relatives at the residence, but the majority of attendees go their own way.

Expressions and conversations are sometimes misunderstood.
I remember being in a bar in England, I obviously being from America, because I was wearing a cowboy hat, and two somewhat large women were having a conversation that sounded like Scottish to me and they both had red hair, about something about the original Star Trek that interested me, so I sat down beside them and asked if they had ever met James Doohan, who played Scotty on Star Trek.
The taller redhead asked why I would think that?
I replied, because they were both Scots.
They replied "We're Wales ... Wales ... not Scots!"
I then asked if I could buy the two whales a drink.
I woke up on the floor with a lump on my head.

If I am overstepping my comprehension of your words, correct me.  I am having trouble pinpointing your understanding of Rom 6:23 and 6:7
Rom.8:2 reads; "And because you belong to Christ, the power of the life-giving spirit has freed you from the power of sin that leads to death."
Losing one’s physical life, whether anointed or not does not acquit us of our sins.  Jesus’ death abolishes our sins, but only if we submit to his “life-giving spirit”.
It is true that anointed ones must present their bodies as a “living sacrifice of praise”, leaving everything to follow Christ, even one’s physical life; and becoming one with Christ through the anointing is the "valid prospect" of eternal life.  Yet, to God and Christ, all of us are determined as “dead” or “alive”, according to our actions in this life.
“When you were slaves to sin, you were free from the obligation to do right. And what was the result? You are now ashamed of the things you used to do, things that end in eternal doom.  But now you are free from the power of sin and have become slaves of God. Now you do those things that lead to holiness and result in eternal life.
23 For the wages of sin is death, but the free gift of God is eternal life through Christ Jesus our Lord.”  Rom 6:20-23
It isn’t often that the rest of verse 23 is associated with…”the wages of sin is death”…in the Watchtower. This death means no longer having the possibility of living, ever.
“Once you were dead because of your disobedience and your many sins.  You used to live in sin, just like the rest of the world, obeying the devil—the commander of the powers in the unseen world. He is the spirit at work in the hearts of those who refuse to obey God.”  Eph 2:1,2
"For the living know that they will die, (lose their physical life)
       but the dead know nothing;
    they have no further reward,
and even their name is forgotten.
      Their love, their hate
        and their jealousy have long since vanished;
never again will they have a part
in anything that happens under the sun."  Eccl 9:5,6
The spiritually “dead” will not be resurrected to eternal life.
“But now, as to whether the dead (all who have lost their physical life) will be raised—haven’t you ever read about this in the writings of Moses, in the story of the burning bush? Long after Abraham, Isaac, and Jacob had died, God said to Moses,[e] ‘I am the God of Abraham, the God of Isaac, and the God of Jacob.’[f] 27 So he is the God of the living, not the dead (unrepentant sinners). You have made a serious error.”  Mark 12:26-27

I expressed my opinion about Michael and why i think how he can not be firstborn Word. Wrong or right my life not depend on what i thing about that issue. If God want to "punish" me because i have wrong conclusion about it (you believe i am wrong) then i am not lonely. :)) Why you think how i must have answer on "Bible" questions while in same time all those clever people in WT Company changed many "Bible" teachings and expecting of flock to believe flip-flop doctrines.
If you belong to JW then you are perhaps aware of Known Fact about WT teaching on same matter, for many years  for WT bible scholars -  Michael the Archangel was Roman Catholic Pope. On what Bible verses, reasoning, facts, spirit guided Company (organization) founded such explanation? Obviously on  same that later make new explanation :))))

I am quoting here from that long sentence that begins the essay found here: http://areopage.net/blog/wp-content/uploads/2015/08/Gertoux_UseNameEarlyChristians.pdf (which contains copyrighted material).
Gertoux packs a lot into this sentence, and this is just the first part of it. To begin, Matthew 15:3 says:
In reply he said to them: “Why do you overstep the commandment of God because of your tradition? And then Jesus goes on to say in verses 9-11:
9 It is in vain that they keep worshipping me, for they teach commands of men as doctrines.’” 10 With that he called the crowd near and said to them: “Listen and get the sense of it: 11 It is not what enters into a man’s mouth that defiles him, but it is what comes out of his mouth that defiles him.” The natural instinct is to think that since Jesus had just given an example of what the hypocrites do to dishonor their mother and father, that this applies even more so when we think of ways in which we can honor our heavenly Father. And one of those ways would be to call him by his personal name in the way that the Hebrew nation had done for  1,000 years, since Moses around 1500 BCE, or even since Abraham, more than 500 years before that!
But, for the sake of argument, we might also want to put ourselves in the shoes of the Jewish nation and try to figure out why this idea of not pronouncing God's name ever caught on so widely in the first place. There is very good information in the Insight book on this topic under "Jehovah" but it admits that we don't know the reason for sure.
    *** it-2 p. 5 Jehovah ***
When did the superstition take hold? Just as the reason or reasons originally advanced for discontinuing the use of the divine name are uncertain, so, too, there is much uncertainty as to when this superstitious view really took hold.

I have downloaded several that I never read. His papers on specific Bible-related chronology issues are interesting but I haven't completed them, and he keeps more papers coming.
A quick word on my own personal bias here. As I told the author: "I am very much aligned with your work on the topic. Naturally there are a few specific things I question, even if I end up with an overall conclusion that is generally like yours."
I think that when I bring up questions, just as I have on several issues coming from the WTS or GB, there are always a few persons who believe this is highly disrespectful, and they make it clear that to question the GB is tantamount to questioning God. Of course, I not only consider it our Christian obligation to question, it also serves the purpose of refining. Even the questioning by various sects helped refine Christian truth according to Paul.
(1 Corinthians 11:19) For there will certainly also be sects among you, so that those of you who are approved may also become evident. This fits the idea in Greek that testing is the same as refining.
(1 Peter 1:7) 7 in order that the tested quality of your faith, of much greater value than gold that perishes despite its being tested by fire,. . . The NWT in the footnote here says that "tested" could be translated as "refined."
So I propose we should put any argument through the fire. It's not a sign of disrespect for the author. (Abraham didn't think it was such a bad thing to question God!) It can mean just the opposite, that we are treating someone's words the way we would treat nuggets of newly found gold . . . to refine them and make sure that what holds up is pure. Mostly, however, I think we should question and test and put all ideas through the fire so that we can have a better understanding ourselves, and thus be better prepared to defend what we believe. (1 Peter 3:15)
