On paper, Lt. Col. Terry S. Russell, who has served 27 years in the Army and holds a senior position at Picatinny Arsenal in New Jersey, appears to be the perfect candidate for a concealed carry permit. However, he was recently deemed unworthy of such a license.

Apparently, neither his expertise nor the fact that he works at a military base that has been under threat of terrorist attacks was enough for the state to grant Russell a permit.

In denying the military man’s application for a concealed carry permit, Oceanport Police Chief Daniel W. Barcus said Russell was unable to identify a “justifiable need” because there had been no specific attacks or threats made directly to him. And the decision was ultimately taken to the Superior Court, where the police department’s decision was backed up.

In a comment to National Review earlier this month, Russell said, “Service members, including family members, have been specifically targeted by radical extremist groups,” adding that the military has “verified” that “[the Islamic State] has placed a significant emphasis to actively identify U.S. military personnel” — a position that has been confirmed by both the FBI and the Department of Homeland Security.

Additionally, Russell is subject to a vetting process conducted by the Department of Defense every five years and holds Top Secret Sensitive Compartmented Information clearance. At the Picatinny Arsenal, Russell serves as the “Product Manager for the Army’s Individual Weapons and Small Arms program.”

Picatinny also houses the headquarters of the United States Army Armament Research, Development and Engineering Center. Russell oversees the weapons on that base and all “small arms” for the U.S. Department of Defense.

However, none of that is enough to make the veteran eligible for a concealed carry permit.

“None of these threats appear to specifically relate to this applicant — he is in no different position than any other person who is assigned to that facility,” Monmouth County Prosecutor Christopher J. Gramiccioni said.

And Superior Court Judge Joseph Oxley, who presided over a hearing on the decision, agreed with the denial. Though Evan F. Nappen, Russell’s attorney, argued that denying the permit “puts national security at risk,” Oxley sided with the police department, thanking Russell for his service before rejecting his appeal.

Nappen said he has filed a motion for reconsideration and is currently awaiting response.

“Putting New Jersey’s precious gun laws over national security is both absurd and dangerous,” he said.

Democratic presidential candidate Hillary Clinton told the parents of a child who died during the 2012 school shooting in Newtown, Connecticut, that opponents of gun control are “experts at scaring people.”

The former secretary of state made the pointed comments during a recent campaign event at the University of Bridgeport in Connecticut as Francine and David Wheeler showed Clinton a picture of their son, Benjamin, who was killed at Sandy Hook Elementary School, at the age of 6, according to New York Magazine.

“We have to be as organized and focused as they are to beat them and undermine them,” Clinton said of opponents of gun control. “We are going to be relentless and determined and focused. … They are experts at scaring people, telling them, ‘They’re going to take your guns.’ We need the same level of intensity. Intensity is more important than numbers.”

“I’m going to do everything I can,” she added. “Everything I can.”

After the encounter with Benjamin’s parents, New York Magazine’s Rebecca Traister wrote that she told Clinton, “I don’t know how you do that.”

“Yeah,” Clinton replied. “It’s really hard.”

At a campaign event with Newtown families in April, Clinton said, “We know that there has been a concerted effort to try to undermine the real life experiences of people who speak out.”

“Blame the victim. Blame the victim’s mother. Blame the victim’s family. Blame the victim’s neighborhood. Find somebody to blame instead of saying, ‘You know what, we just have too many guns in this country,’” she said. “I am here to tell you, I will use every single minute of every day, if I am so fortunate enough to be your president, looking for ways that we can save lives, that we can change the gun culture.”

LOS ANGELES (AP) — A jury on Tuesday convicted an actor who played a police officer on TV of second-degree murder in the shooting death of his wife that was partially witnessed by their two young sons.

The verdict in the trial of Michael Jace, who appeared on the FX series “The Shield,” came after a weeklong trial in which Los Angeles jurors were told the actor shot his wife April in the back and then twice in the legs with a revolver that belonged to her father.

Jace, 53, did not testify in his own defense. He told detectives soon after the attack that he had retrieved the gun to kill himself but couldn’t do it. Instead, he planned to shoot his wife, an avid runner, in the leg so she would feel pain, Jace said in a recorded interview.

Deputy District Attorney Tannaz Mokayef told jurors the actor was waiting for his wife, shot her in the back and taunted her before shooting each of her legs.

Jace’s 10-year-old son testified that he heard his father say, “‘If you like running, then run to heaven,’” before firing the second time.

Savoy Brown, an adult son of April Jace, said the family was pleased with the verdict. He said watching Michael Jace has been difficult for the family, and he is hoping the actor, who bit his bottom lip when the verdict was read but showed no other emotion, will show his feelings when he is sentenced.

Mokayef said the potential sentence would be 40 years to life in prison when Jace is sentenced on June 10.

She said during the trial that the actor was upset that his wife wanted a divorce and believed she was having an affair, although no evidence was presented during the trial that she was cheating.

Jace’s attorney, Jamon Hicks, said his client is remorseful for killing his wife. The actor may speak during his sentencing hearing to express his remorse but wants to be respectful of April Jace’s family, the lawyer said.

Hicks previously told jurors the actor accepted responsibility for killing his wife but should be convicted of voluntary manslaughter because he shot her in the heat of passion.

Jace turned himself in to police after the shooting and has been jailed since.

April Jace, 40, was a financial aid counselor at Biola University. She was married to Michael Jace for nine years and they had two sons, who were 8 and 5 at the time of her death.

Michael Jace had small roles in films such as “Planet of the Apes,” ”Boogie Nights” and “Forrest Gump.”

AUSTIN, Texas (AP) — Texas’ lieutenant governor on Tuesday encouraged the state’s 1,200 school districts to defy the Obama administrative and ignore a directive calling on schools to allow transgender students to use the bathroom that matches their gender identity.

The advice from Republican Lt. Gov. Dan Patrick that Texas schools kept the state at the forefront of resistance to the bathroom directive. Last week, Texas and 10 other states sued Obama administrative over the federal recommendation to U.S. public schools earlier this month.

Patrick, who has previously said Texas is willing to forfeit $10 billion in federal education funding rather than comply, said he was sending a letter to all school district this week emphasizing that the state will support schools that defy the directive.

“Transgender students deserve the rights of anyone else. It does not mean they get to use the girls’ room if they’re a boy,” Patrick said.

His announcement was immediately followed by several of parents of transgender students rebuking his comments.

“You, specifically you, are endangering my child’s life. You have now told everyone in the state of Texas it is OK to harass my child,” said Ann Elder, mother of a 10-year-old transgender child near Houston.

The lawsuit filed in a North Texas court last week asks a judge to declare the bathroom directive unlawful, accusing the Obama administration of conspiring “to turn workplaces and educational settings across the country into laboratories for a massive social experiment.” Other states bringing the challenge are Oklahoma, Alabama, Wisconsin, West Virginia, Tennessee, Maine, Arizona, Louisiana, Utah and Georgia.

Chicago witnessed a bloody holiday weekend with 69 people being shot, six of them fatally.

The majority of the shootings that began Friday afternoon and continued into the wee hours of the morning Tuesday occurred in or near the city’s Harrison District on the West Side, the Chicago Tribune reported.

Chicago Police Department Deputy Superintendent John Escalante promised Sunday to deploy more patrol units in light of the widespread violence, the Tribune reported. Despite this, by early Tuesday, nine more people had been shot.

According to the Tribune, seven of the shooting incidents on the West Side had more than one victim.

The outlet noted, however, that though the number of shootings is significantly higher compared to last year, the number of deaths decreased. Twelve out of the 44 shootings over Memorial Day weekend last year were fatal.

The Tribune also reported that there were no shooting deaths for more than 48 hours between late Saturday afternoon and late Monday.

This Memorial Day weekend was CPD Superintendent Eddie Johnson’s first since Mayor Rahm Emanuel appointed him to lead the controversial department in late March.

On Tuesday, Johnson spoke at the City Club of Chicago, where he addressed the city’s violent weekend.

“When cultures don’t understand each other, they fear one another,” Johnson said. “Going forward we will work to foster cultural diversity for CPD.”

Though department said it tried to get volunteers to work overtime over the weekend, police spokesman Anthony Guglielmi did not release figures to the Tribune detailing how many officers worked.

Due to city budget constraints, Emanuel has relied heavily on overtime law enforcement workers to lessen the violence.

The Tribune posted a comprehensive list complete with descriptions of the homicide victims who died over the weekend. Their ages range from 15 to 44.

Chicago’s total homicides so far for 2016 is at least 250, compared to about 160 over the same period in 2015, according to data gathered by the Tribune. Around 1,500 people have been shot in Chicago so far in 2016.
