The article explains that the FDS gets two appointments. The first is over "the domestics" - everyone else other than the GB. This is understood to have happened 1919. The second appointment is over the belongings.

Greetings from Esquipilas, Guatemala. The little boys in the congregation behaved so well, so they each received a tie and colored pencils. If you ever have extra crayons, pencils and other writing utensils that you want to get rid of, divide them up, put them in some baggies and give them to good kids in the congregation! ??? @misuni_verzo

So we made different tents and worked out the kind of people that Jehovah allows in and the ones he doesn’t.
