Portland police have urged residents in Northeast Portland to shelter in place and call 911 if they see or hear anything as authorities search for an armed suspect involved in an encounter with officers that resulted in shots fired Sunday morning. 

The area affected is in the Laurelhurst neighborhood, from East Burnside Street to Northeast Gilsan Street, Northeast Cesar E. Chavez Boulevards, to 32nd Avenue, according to a Portland Police Bureau press release. 

The incident occurred at roughly 6:28 a.m. Sunday when officers from the city’s East Precinct responded to a report of an armed man walking through the area of East Burnside Street and Cesar E. Chavez Boulevard. Police encountered the suspect shortly after on East Burnside Street. Shots were fired by responding officers during this initial encounter, and the suspect fled deeper into the neighborhood, according to police.  Officers pursued and encountered the suspect a second time near Northeast Laurelhurst Place and Couch Street, where police fired additional shots at the suspect. The suspect fled again and officers established the current neighborhood perimeter to contain him. 

Police describe the suspect as a white male in his 40s. He is roughly 5-foot-7 to 5-foot-9, looks to weigh about 180 pounds, and is wearing a green shirt with black pants, a black backpack, and a blue hat. Officers advised that he is armed with a handgun and may be limping or injured. Police have advised all residents to stay indoors and call 911 if they see or hear anything suspicious.

Police are urging residents in the Laurelhurst neighborhood of Portland to stay indoors as a manhunt continues for an armed suspect involved in a shooting with officers Sunday morning.

Dozens of police units have established a perimeter looking for the armed man. The search includes an air unit and police dogs. Portland Police Bureau Sgt. Pete Simpson said the police currently don't have a good idea on the suspect's location.

"We have to be very methodical," Simpson said. "We want to make sure that person doesn't get into a home, doesn't hurt any neighborhood residents, and we want to apprehend him safely."

Police are telling residents to remain secure in their homes unless they have to leave for a medical emergency. Residents are being instructed to alert police should they need to leave.

Officers are conducting a neighborhood search for the suspect described as a male in his 40s between 5'7" and 5'9" in height and weighing 180 pounds. He is wearing a green shirt, black pants, a blue hat, a black backpack and is armed with a handgun. The suspect may be limping and injured.

The incident began around 6:30 a.m. when officers responded to reports that a man was walking around with a handgun in the vicinity of East Burnside Street and Cesar E. Chavez Boulevard.

Police encountered the suspect on East Burnside Street west of Cesar E. Chavez Boulevard. Police fired shots at the man who fled into the neighborhood, according to police. Officers located the man near Northeast Laurelhurst Place and Couch Street. Additional shots were fired by officers. The suspect eluded officers.

"Based on the officer descriptions, he was limping as he ran away," Sgt. Pete Simpson said. "So he may be injured."

At least 60 police units were dispatched to the area, according to online dispatch records. 

The Police Bureau said on Twitter that the neighborhood perimeter includes Burnside from 32nd Avenue to Cesar E. Chavez and areas south of Northeast Glisan Street.

The Special Emergency Reaction Team is at the scene. No officers have been injured in the shooting, police said on Twitter. 

Simpson said that it's unclear if the suspect fired a weapon at the officers and that an investigation will commence after the suspect is apprehended. He had no other information, but said an update would be released later this morning.

Bernice Lundgren said she has lived in her home at the northeast corner of East Burnside and Cesar E. Chavez Boulevard since 1961. She awoke to the jarring sound of gunshots in her normally quiet neighborhood.

"I was still in bed and I laid there and thought, that's a gun," Lundgren said of the sound she heard. "It's kind of scary."

She said she ran downstairs and saw several police officers west of Cesar E. Chavez.

"I think I heard three gunshots," she said. "Pop, pop, pop, that what it was. I know it was a gun. It wasn't like a tire blowout."

She said she had no problem staying indoors until police find the suspect.

"Laurelhurst Park is big," she said. "There's a lot of places to hid there."
